Assess, inform, train

At 80 dB(A) you have to assess the risk, tell your people what it is, train them, and make hearing protection available to anyone who asks for it. This is the band people cross without noticing, because a room at 80 does not sound alarming at all.

Protection becomes mandatory

At 85 dB(A) it stops being optional. Protection has to be provided and worn, zones have to be marked, health surveillance starts — and you need a plan to bring the noise itself down rather than just handing out plugs.

The line that must not be crossed

87 dB(A) is the exposure limit value, and it is measured at the ear — so it counts the protection your people are actually wearing, fitted the way they actually fit it. Not what the box on the wall claims.
